Meet Our Executive Director

Fellow Master Senior Chaplain Mindi Russell

Fellow Senior Chaplain Mindi Russell has been the Executive Director of the Law Enforcement Chaplaincy Sacramento (LECS) since 1994. She oversees 100+ volunteer Chaplains who serve 17  law enforcement agencies, 16 schools districts, and the Greater Sacramento Region community members. As a career Law Enforcement Chaplain she has implemented many programs, both reactive and proactive, that provide prevention up through postvention education locally,  nationally, and internationally.  She has received federal grants from the Office of Traffic Safety (OTS) and United States Department of Justice.  She is proud of creating the First Responder Churches and Church Security Programs.

Mindi Russell is an international speaker for law enforcement, churches, universities and the business world.  Companies such as CalTrans, SMUD, Federal Express, UPS, U.C. Davis Medical Center, as well as the media, have relied on her as a subject matter expert.  Law enforcement and women’s conferences have used her expertise, encouragement, mixed with humor, during many difficult times to manage stress, provide tools to build self-esteem, and deal with trauma, grief and loss issues.

Frank Russell (Mindi’s husband), and Chaplain Mindi traveled to the Philippines in March 2020 for “international training” sessions they both conducted.

Some additional facts about Mindi are:

  • National disaster responder and worked with First Responders and victims (i.e.: Ground Zero, Sandy Hook Elementary School teams, and responder teams for Hurricane Katrina and Hurricane Matthew in Haiti. In 2017 she assisted with the deadliest mass shooting in U.S. history at Las Vegas, as well as several of the California wildfires, including a 16-day deployment to the Camp Fire.
  • Wrote Line-of-Duty Death officer’s funeral eulogies for Governor Schwarzenegger
  • Active Board Member of Code 9 Project
  • Implemented a new statewide chaplains program known as California Chaplain Corps

2002, National Crime Victim Service Award from President George W. Bush and Attorney General John Ashcroft.  This prestigious award is the highest federal honor for victim advocacy and was given by serving at Ground Zero on September 11, 2001.

Personal Life

Mindi has been married to Frank Russell for almost 50 years. They served together within LECS until Frank’s recent retirement; however, he continues to serve as a Chaplain in Douglas County, Nevada where they own a home.
